This RFP is being put forth to solicit qualified proposals from Owners and/or Developers interested in the potential commitment of Project-Based Vouchers to be made available under the Department of Housing & Urban Development’s (HUD) Housing Choice Voucher (HCV) Program. The WVHA currently anticipates obligating up to fifty (50) HCV vouchers for project-basing within new development projects proposed to serve the elderly, disabled, veterans, or families in need of special services.
The WVHA intends to select the service provider that best meets the needs and objectives of our agency’s mission; with the agency’s most pressing, current need being additional availability of 1-bedroom rental units. We expect this RFP process to ensure thorough analysis and consideration on the part of both the WVHA and the respondents. The WVHA advises all interested parties to carefully review the requirements of this RFP. Written proposals will serve as the basis for initial selection, but final selection will be based on the scores established from the evaluation criteria as outlined in Sections 5-10 of this RFP.
