8 Rental Assistance Housing Program
West Valley
Housing Authority, under contract with the U.S. Department of Housing
and Urban Development (HUD), administers this rental assistance
program for the areas of Polk County outside the Urban Growth Boundary
of the City of Salem. The program consists of more than 700 Housing
Choice Vouchers, which, dependent on funding availability, are issued
to eligible families.
The family selects
a rental unit from the open market. The amount of assistance given
to a family is dependent on a number of factors: the family's income,
the amount of rent requested by the landlord, tenant-paid utility
costs, etc. Generally, a family will pay approximately 30% of their
monthly income toward the rent. Current federal regulations prohibit
housing authorities from providing assistance on a housing unit
that requires a family to pay more than 40% of their income toward
the rent and utilities.
Prior to providing
assistance on behalf of any family, all proposed housing units must
pass a Housing Quality Standards inspection to insure that the unit
is decent, safe and sanitary to lease to a Section 8-assisted family.
As well, an evaluation must be performed to insure that the rent,
being proposed by the landlord, is "reasonable & comparable"
to other similar-type units in the area. Generally, a determination
can be made, as to whether a family is approved to rent a unit,
within seven (7) working days from receipt of contract paperwork
& request for inspection.
To qualify,
the family's household income must be less than 50% of the Area
Median Income for the family size. Click
