West Valley Housing Authority's Low Rent Public Housing Program includes a portfolio of 377 apartments/townhouses and single-family homes throughout Polk County that are owned and operated by the Housing Authority.

Families on the Low Rent Public Housing Program will be given a choice of paying either an Income-Based Rent amount (approximately 30% of the household's Monthly Adjusted Income) or a market-based Flat Rent amount. To qualify, the family's household income must be less than 80% of the Area Median Income for the family size. Click on the link to Income Limits.

A second qualification, for the Low Rent Public Housing Program, is that all applicant families must pass the tenant screening process. They must provide sufficient "approvable" rental and professional references prior to being placed on the Program's Waiting Lists. A criminal background check is also required on all adult members of the applicant household. Final screening approval of references is the responsibility and decision of WVHA.

This beautiful West Salem area complex built in the mid-1960s features 160 one-bedroom units in 40 attractively dispersed four-plexes. In addition to beautiful park-like landscaping and semi-private fenced yards, the site's low income elderly and disabled residents enjoy an updated social hall, new laundry facility and easy access to City bus transportation. Several apartments have been remodeled to be fully handicapped accessible

Securely sited in the beautiful foliage associated with the West Salem foothills, Kingwood West offers 100 affordable one-bedroom units for low-income seniors (over 62 years of age) and disabled residents. This 1972 vintage complex features 7 buildings with 12 units each, and one building with 16 units, plus a large social hall, laundry facility and beauty salon. Each apartment has its own semi-private yard or a large wooden deck. Eight units have been enlarged and recently remodeled to be fully handicapped accessible.

This prominent sixty-unit, four story high rise apartment complex was constructed and purchased in 1970 and primarily serves seniors and the disabled. There are 35 studio units and 24 one-bedroom units featuring private patios or balconies. In addition, one unit is being used as a Self-Help Center for the residents. An elevator provides easy access between floors and to the common laundry area. Four one-bedroom apartments have been remodeled to be fully handicapped accessible. The Housing Authority's administrative office is located in an adjacent building.

Also, adjacent to the administrative building in Dallas, is an affordable housing complex providing townhouse dwellings to 20 low-income families. These family units are close to downtown stores and the beautiful Dallas Park, and within easy access to City services. There are 8 two-bedroom units, 8 three-bedroom units, and 4 four-bedroom units, all with washer/dryer hookups. The complex features a large playground area for children and two basketball half-courts for the residents' use.

This attractive twenty unit complex in Independence has 10 units serving seniors and the disabled, and an additional five duplexes serving families who have a difficult time finding suitable affordable housing on the private market. The family units offer 4 two-bedroom, 4 three-bedroom, and 2 four-bedroom units, all with washer/dryer hookups. One of each different bedroom-sized apartments has been remodeled to be fully handicapped accessible.

This apartment complex in Independence features 6 three-bedroom units and 3 four-bedroom units, all with washer/dryer hookups, for low-income families. Renovations were completed to better meet the needs of our larger families by converting six two-bedroom units into 3 large four-bedroom units, along with an improved playground facility. The complex has also gone through a major exterior facelift, affording a more updated "suburban" look.

The Housing Authority also owns nine beautiful single family homes throughout the Dallas area. These dwellings provide residents the opportunity to experience the feeling of "home ownership" in a rental setting. Situated in quiet residential areas, this mixture of two, three, and four-bedroom homes can act both as a real stepping stone toward self-sufficiency and an avenue to explore the resident's ability to work toward buying a home of their own.
