Other WVHA-Owned Housing

In addition to the Housing Authority's Low Rent Public Housing units, WVHA owns eight (8) duplex housing units where a preference is given to farm worker families. These units are located in Independence. All units have three (3) bedrooms, 1½ bathrooms, carpeting, mini-blinds, a fenced-in back yard and a one-car garage.

As well, WVHA also owns a large single family home located in West Salem. This four-bedroom house is currently leased on the Section 8 Rental Assistance Program administered by the City of Salem Housing Authority.

WVHA currently rents all of these units to families that qualify for assistance under the Section 8 Rental Assistance Program. Families must have gross annual incomes less than 50% of the Area Median Income and would have to apply for Section 8 assistance. The family would have to either be at the top of the waiting list or already have a voucher to use such voucher to assist them with the rent. Click on the link to view Income Limits.

Winners' Circle

The Winners' Circle program is available to current Section 8 and Public Housing participants and applicants. It is sponsored by West Valley Housing Authority together with community partners. Polk Community Development Corporation is a major participating partner for the VIDA, ABC's of Home Buying, and Lease to Own programs.

The Winners' Circle program can help you and your family develop skills necessary for success. The program will help you identify your family's specific needs and connect you to services to meet your goals. Encouragement and training is provided to help you throughout the process. Your training may include:

Money management
Goal setting
Education
Parenting skills
Housekeeping tips
Relationship building
Child care information
Health care information
Conflict resolution skills

VIDA--"Valley Individual Development Accounts."


VIDA accounts are designed to help low income families establish a pattern of regular savings. Each $1 that the participant saves in their VIDA account is matched with $3 by the Program. Participating individuals may then use their total program savings to (1) buy a home, (2) for education beyond high school, or (3) to start or expand a small business.

ABC's of Home Buying


This program includes seven hours of valuable education on the home purchasing process -- from the decision to buy through closing procedures.

Lease to Own Program


This program offers down payment assistance for homes owned by Polk Community Development Corporation. Low income clients who are on the path to home ownership may apply when homes become available. If chosen, they may rent the house until they are able to qualify for a mortgage.

R.E.N.T.--"Renters Entering New Tenant" experiences.


This is an education program (12.5 hours of class time) designed to assist individuals and families who cannot obtain or retain housing due to poor rental or credit histories. Successful students receive a certificate to present to prospective landlords in lieu of acceptable rental references or good credit records.
