** INVITATION FOR BIDS **

The West Valley Housing Authority (WVHA), formerly Polk County Housing Authority, will receive proposals for the Floor Covering Installations Service Contract until 3:00 p.m. on the 10th of August 2010, at 204 SW Walnut, Dallas, Oregon 97338.

The basic work includes: 
The intent of this solicitation is to provide West Valley Housing Authority (WVHA) with a company that can provide floorcovering materials cost effectively and with quality, timely installation.

All interested parties are encouraged to attend a pre-bid site meeting scheduled for 10:00 a.m. on the 27th of July 2010 at 204 SW Walnut in Dallas, Oregon.  If unable to attend, contractors may be able to arrange a different date and time.

A bid security of 5% of the bid is required as prescribed in the “Instructions to Bidders”.  No bidder may withdraw their bid after the hour set for the opening thereof until after the lapse of sixty (60) days from the bid due date.

The successful bidder will be required to furnish and pay for satisfactory performance and payment bond or bonds. 

Attention is called to the provisions for equal employment opportunity, and payment of not less than the minimum salaries and wages as set forth in the Project Manual.

As required by the U.S. Department of Housing and Urban Development:  Retainage is 10%, interest will not accrue on retainage and bonds or securities may not be substituted as an alternate form of retainage.

The WVHA may reject any bid not in compliance with the prescribed bidding procedures and requirements and may reject any or all bids and waive any informalities in the bidding.
