** INVITATION FOR BIDS **

The West Valley Housing Authority (WVHA), formerly Polk County Housing Authority, will receive proposals for the Pioneer Village Reroof Phase V Project until 3:00 p.m. on the 30th of July 2009, at 204 SW Walnut, Dallas, Oregon 97338.

The basic work includes:

Demolition of sections of four-plex roofs and reframing of same to create a common slope, then cover with new vapor barrier and asphalt roofing shingles.  The remaining (4) four-plexes and the shop roof are included in this project.  Work is to be performed under a single prime contract.

All interested parties are encouraged to attend a pre-bid site meeting scheduled for 10:00 a.m.on the 24th of July 2009 at 375 Taybin Road NW, Salem, Oregon 97304.

A bid security of 5% of the bid is required as prescribed in the “Instructions to Bidders”.  No bidder may withdraw their bid after the hour set for the opening thereof until after the lapse of sixty (60) days from the bid due date.

The successful bidder will be required to furnish and pay for satisfactory performance and payment bond or bonds. 

Attention is called to the provisions for equal employment opportunity, and payment of not less than the minimum salaries and wages as set forth in the Project Manual.

As required by the U.S. Department of Housing and Urban Development:  Retainage is 10%, interest will not accrue on retainage and bonds or securities may not be substituted as an alternate form of retainage.

The WVHA may reject any bid not in compliance with the prescribed bidding procedures and requirements and may reject any or all bids and waive any informalities in the bidding.  Award will be based on a competitive bidding process with consideration given to the best overall value to West Valley Housing Authority.
